The IECC Student Advisory Board (ISAB) serves as a liaison between students and the IECC Board of Trustees, administration, and faculty. Its purpose is to support a high-quality learning environment and promote meaningful programs and activities across the IECC system. ISAB meets monthly with the IECC Dean of Students to discuss student concerns and priorities. Representing the student body, the board reviews institutional policies, provides recommendations to the Board of Trustees, and communicates system-wide issues that affect students.
NAME
The name of the organization shall be the Illinois Eastern Community College (IECC) Student Advisory Board (ISAB).
PURPOSE
The purpose of the ISAB shall be to act as a liaison between the students and the IECC鈥檚 Board of Trustees, administration, and faculty in order to maintain the best learning environment for all students and ensure productive and quality programs and activities within the IECC. The ISAB shall meet monthly with the IECC Dean of Students. The ISAB will represent the IECC student body by reviewing IECC policies, advising the Board of Trustees on such policies, and informing all parties of IECC-wide issues that impact the IECC system and its students.
OBJECTIVES
The ISAB shall assist IECC by accomplishing the following specific objectives:
- Provide a student voice in an advisory capacity for the continuing development of higher education for all students and programs at IECC.
- Assist in promoting a positive image for IECC and good relations between the students of IECC and its faculty and administration.
- Provide advice and counsel to the Dean of Students on internal and external matters affecting IECC that relate to the IECC, its programs, and the changing needs of the student body.
- Establish and maintain a system to inform students of new and existing educational opportunities.
MEMBERSHIP
The IECC Student Trustee (Policy 100.4) shall serve on the IECC Student Advisory Board and shall act as the President of the Board during their tenure as Student Trustee.
ISAB shall consist of representatives from all four campuses of IECC. Six (6) students from each campus and the IECC student trustee shall serve the ISAB as student members. The Student Affairs Division of IECC will determine all membership decisions.
QUALIFICATIONS FOR MEMBERSHIP
Students qualified for membership in ISAB include any individual enrolled in IECC courses, receiving services from IECC, and accepted for admission to IECC. For qualification for ISAB membership, IECC considers an individual to be a student upon enrollment and thereafter as long as the student has an educational interest in IECC.
PROCEDURE
Qualified students shall submit an application to the Dean of Students. The Student Affairs Division of IECC shall determine membership.
TERM
The membership term shall be for one year, beginning in August. The term shall end after one year, graduation, or resignation, whichever shall occur first.
DUTIES OF THE ISAB
Members of ISAB shall:
- Become knowledgeable about Illinois Eastern Community Colleges (IECC), its functions, procedures, curriculum, management, and accreditation.
- Promote the image of IECC on its campuses, communities, and surrounding areas.
- Attend regular, special, and committee meetings, as well as events of the Board.
- Additional Responsibilities:
- Communication - The ISAB will keep IECC informed on current and emerging educational, and program needs of various constituencies and give IECC feedback on how well it meets those needs through its curricula, programs, and other offerings.
- Planning - The ISAB will provide feedback on IECC鈥檚 missions, goals, and strategic plan.
- Support - The ISAB will work in conjunction with the Dean of Students on special fundraising endeavors or securing in-kind contributions for special projects and needs of the ISAB and IECC.
- Awareness - ISAB members will serve as liaisons, actively promoting IECC and its programs.
- Programs - The ISAB will provide advice and feedback to IECC on the perceived effectiveness of its academic programs and identify opportunities to include practical experience in the undergraduate curricula.
OFFICERS
The Executive Officers of ISAB shall be the President (current IECC Student Trustee), Vice-President, Secretary, Treasurer, and Dean of Students (ex officio). There shall be one Executive Officer from each of the four campuses of IECC.
The President shall be the current IECC Student Trustee. The President shall preside at all meetings of the ISAB. While the ISAB is not in session, the President shall have general management control of the business and affairs of ISAB. In addition, the President, in cooperation with the Dean of Students, shall:
- Set the agenda for regular meetings of the organization.
- Schedule and govern regular meetings.
- Delegate authority and responsibility to the membership of the organization.
- Notify the members of the Advisory Board at least five (5) days before the regular meetings.
- Appoint members of the ad hoc committees necessary to conduct the work of the ISAB.
- Oversee all ISAB functions.
The Vice President will be elected by the ISAB members for a term of one-year at the annual organizing meeting of the ISAB. The Vice-President shall not be enrolled as a full-time student at the same campuses at which the President, Secretary, or Treasurer are enrolled as full-time students. The Vice-President shall, in the absence, dismissal, or resignation of the President, perform the duties of the President, and such other duties as shall be prescribed by the President, Dean of Students, or the ISAB.
The Secretary will be elected by the ISAB members for a one-year term at the annual organizing meeting of the ISAB. The Secretary shall not be enrolled as a full-time student at the same campuses at which the President, Vice-President, or Treasurer are enrolled as full-time students. The Secretary shall record the minutes of each meeting, maintain a current roster of the members, update the By-Laws of the ISAB as changes are voted upon by members, and keep a record of member attendance at meetings.
The Treasurer will be elected by the ISAB members for a term of one-year at the annual organizing meeting of the ISAB. The Treasurer shall not be enrolled as a full-time student at the same campuses where the President, Vice-President, or Secretary are enrolled as full-time students. The Treasurer shall keep an accurate record of all financial transactions of the ISAB and provide a summary report for each meeting of the ISAB. The Treasurer shall inform the ISAB of any receipts of funds and the source of the funds. The Treasurer will work in conjunction with the Dean of Students on grant applications and grant reports for any grants awarded to the ISAB.
ELECTION OF OFFICERS
At the August meeting of the Board, nominations for officer positions will occur. 鈥淏y proxy votes鈥 will be accepted via email for those members unable to attend.
If the President position becomes vacant during the year, the Vice-President will take over the President鈥檚 role and a new Vice-President will be elected through the same process.
If another officer鈥檚 position becomes vacant during the year, a special election will occur to select a new officer. Special elections will be held at the discretion of the President, Vice-President, and Board members.
COMMITTEES
Standing Committees - The Executive Committee shall consist of the President, Vice President, Secretary, Treasurer, and the Dean of Students (ex officio). It will act as the administrative arm of the Board.
Ad Hoc Committees 鈥 The Executive Committee, by declaration of the Board and by resolution, may create such ad hoc committees as necessary for the organization's operation.
MEETINGS
Regular Meetings - There shall be monthly meetings of the SAB each August, September, October, November, January, February, March, and April of each academic year. The Executive Committee may set additional meetings.
Special Meetings - Special meetings may be called when deemed necessary by the Executive Committee. At least three days of prior notice shall be given to the membership, and this notice will state the reason for the meeting being called.
Quorum 鈥 One-third of the members of the SAB shall constitute a quorum for all meetings.
General Procedure - Meetings will be conducted in a manner designed to obtain full discussion. Robert鈥檚 Rules of Order, Revised, will govern. An agenda, with complete supporting materials, shall be distributed to all members at or before the announced time for the meeting. The Secretary will distribute the agenda, record each meeting, and distribute the meeting minutes for approval at the next meeting. A majority vote of the membership present at a meeting (with quorum) will be necessary for a ratifying decision.
FISCAL YEAR
The fiscal year of ISAB shall be July 1 through June 30.
AMENDMENTS
Proposed amendments to these bylaws shall be presented in writing to the President of the ISAB and Dean of Students, and distributed by the President to members at or before the next scheduled meeting, at which time ratification shall be by a majority vote of the members present at a meeting of a quorum of the ISAB.
